Positive Outlook
One Tablet per Child program, OTPC, is destined to give a positive outlook of Thai education for young students (first and seventh graders). The program has continually expanded geographically in Thailand to reach the fingers of young students in the schools located in metropolitan and remote areas. Unfortunately, little information can be found from media and government themselves to see what impact the tablet has made to better improve students’ performance in class. Perhaps the program will be an ongoing process that requires more time to see how Thai educational transition plays out.
Tablet Distribution to Schools
The program was first a campaign promise from Prime Minister Yingluck Shiniwatra and the Puea Thai Party during the 2011 election, and it was again brought to our attention in July 2012. This was actually a commitment where there was follow-up after the election, which can be seen as a rarity in Thai politics. After four months of ongoing implementation and delivery, students in Pattaya have received their share of excitement getting the device as a supplementary tool apart from their physical textbooks. On Nov 16, 1,282 tablets were handed to 10 primary schools in Pattaya, the eastern part of Thailand, with the chairman and mayor of the city presiding over a ceremony with school directors and the acting director of the education office. The main purpose of tablet distribution is to promote educational opportunities and expose children to rich multimedia content that they can self-study rather than merely relying on teacher’s lessons. According to the Prime Minister’s statement while attending the Fifth Bali Democracy Forum in Indonesia, OTPC will help Thai children gain their skills and knowledge and promote them to be “well-informed adults” to be the “backbone of any democracy.”
Pilot School’s Delight
With the positive feedback from the pilot school, one of their students was highly motivated to increase his attention toward writing and reading. The class teacher was impressed that the tablets had “dramatic impact” on first grade students. Such impact encourages her students to pay more attention to the assignment. Instead of being fed with information by teachers, students learn to regain their confidence and independence on the dynamic level of content presentation. The engaging experience in finding pictures and colors is more rewarding for them to keep studying. Through digital content, classroom boredom is turned into an engrossing challenge to be accomplished instantly. This is a welcome sign, as Thailand’s educational system is one of the worst in Asia.
Cloud Services via High-Speed Education
Now that the classroom experience has been upgraded to be the information center that limitlessly entertains and educates young students, cloud computing might be the next big thing for educators to develop their teaching materials. Braincloud System is the name of a pilot project led by Openface Internet to boost the school’s internet connection speed up to 100mbps for students and teachers to access materials and teachers in the big capital. Six schools in Nakhon Pathom province have already experimented with this system, which is built to enhance their OTPC content access inside the classroom. Wireless connections are provided by TOT to make sure that students maintain always-on internet status for their studies. The government plans to boost the internet connection of 80% of 22,000 schools all over the country to support the tablet program.
Tablet’s Delivery Progress
So far, Thailand’s Ministry of Education has prepared to welcome the arrival of 1.6 million tablets next year. While half of the tablets will be directly sent to the first graders, the remaining 800,000 will be shipped to 7th graders. Nevertheless, this year alone marked the overwhelming delivery of 900,000 tablets to the first grade students all over the country. With China’s generous loan, all students can be made equal to lay hands on their digital device through e-auctions. The secretary-general at The Office of the Basic Education Commission (OBEC) said his team was exploring ways to develop the content for the device.
Local Repair Centers
The future seems bright for the implementing project of which maintenance and repairs from local companies will be provided the tablets. The Chinese manufacturer, Shenzhen Scope Scientific Development, signed an agreement with a local company, Advice Distribution, to set up repair centers. Despite the hearty support from the manufacturer, a teacher voices her concern about the first graders taking the tablet home. They are too young to be responsible for the device in her opinion. However, the repair center merely reported 200 defects across the nation with most issues remaining software glitches.
ICT’s Censorship
Apart from the tech support and cloud computing, the government also makes an effort to prevent first grade students from accessing inappropriate content. The censorship system installation and the authentication system will cost THB120 million (USD$4M) to deny OTPC tablet user’s access to websites blacklisted by the ICT ministry.

In order to obtain the most updated information, an official website and progress article published in Ministry of Education website give us adequate insight where OTPC is currently heading. Based on the most recent board meeting led by the new education minister, the minister hoped to promote transparency through local tablet manufacturer’s participation in the auction. In the official website, a call center has been set up to support tablet users around the clock. Tablet demonstration clips seem to embrace its functional simplicity by having 1st grader’s fingers do the talking. Young Piyachon demonstrates how to read an eBook by scrolls down the page to show the Thai alphabet lesson. Although the OTPC website is in its infancy state with “under construction” banners prevailing in many sections, the use of social media on Facebook seems to get 1,600+ likes.
Dissatisfying Customer Service Experience
Despite showcasing nice pictures of tablet manufacturing factory in China and stern-looking government officials getting committed to their project, several questions on the Facebook page have remain unanswered as well as complaints being pinned on the wall. Without any official’s clarification or response, it seems that the user’s frustration is not going to go away soon.
Education in Progress
OTPC is undeniably the new wave of sensation in Thai education. The ocean of future teaching materials promises the students and teachers the instantaneous improvement of their responsiveness to make the classroom a much better place to communicate educational context. The Thai educational paradigm of rote memorization is literally vanquished by this finger-swiping experiment. Young students are equipped with the ability to research their learning topics with the aid of a high-speed connection when the teachers can pay more attention to teaching preparation rather than disciplining their pupils to sit still. Despite the exemplary initiative to be transparent about their project implementation, the nature of open discussion in the wake of social media has led the end user to participate in the phase of education reform. There is a lot of work to be done within the support department. Still, I could not help but smile to see the nonchalant first graders reading their eBook so skillfully. Needless to say, young students adapt themselves really well to the technology built to become “better”-informed adults.
A First-Hand Look
The son of the owner of BB eBooks, Nampoo, was one of the first-graders in Chonburi province to receive the first batch of OTPC tablets in late November. BB herself, and other parents of students, were invited to the school for an orientation on how to use the device and took receipt of it. The tablets are Android-based and came preloaded with a variety of educational apps. The eBook apps are all PDF-based rather than reflowable, which is part of a bigger problem for Asian language eBooks in general. Hopefully, some sharp developer will come up with an EPUB-based eReader that renders Thai script wrapped with HTML appropriately. Nampoo’s first inclination was, like most youngsters, to see if there were any games on it. But, after the initial disappointment wore off, he seemed excited about this new method of learning. Like everything with education, the success of this program will depend on how the teachers incorporate it with their teaching.

การแจกจ่ายเครื่องแท็บเล็ตให้สู่โรงเรียน
บีบี อีบุ๊คส์ เริ่มให้ความสนใจกับ โครงการนี้ครั้งแรกเมื่อเดือนกรกรฎาคม หลังจาก 4 เดือนของการดำเนินโครงการและ การจัดส่งอย่างต่อเนื่อง ล่าสุด นักเรียนในเมืองพัทยาได้สัมผัส ความตี่นเต้นในการรับอุปกรณ์ แท็บเล็ตเพื่อเป็นเ ครื่องมือเสริมในการเรียน รู้นอกจากหนังสือเรียน ในวันที่ 16 พฤศจิกายน 2555 มีการส่งมอบแท็บเล็ตจำนวนถึง 1,282 เครื่องไปยังโรงเรียน ระดับประถมศึกษา 10 แห่ง ที่พัทยาโดยมีท่านประธานในงาน ซึ่งดำรงตำแหน่ง เป็นนายกเทศมนตรีของเมืองพัทยา ให้เกียรติเป็นประธานร่วมด้วย ผู้อำนวยการโรงเรียนต่าง ๆ และผู้อำนวย การส่วนส่งเสริมการศึกษา รักษาราชการแทนผู้อำนวยการสำ นักการศึกษาเมืองพัทยาเข้าร่วม เป็นสักขีพยาน จุดประสงค์หลัก ในการแจกจ่ายแท็บเล็ตค รั้งนี้มีขึ้นเพื่อส่งเสริมโอกาส ทางการศึกษาและเพิ่มโอกาสให้เ ด็กนักเรียนได้เข้าถึงเนื้อหาสื่อผสมยุคใหม่ ซึ่งจะช่วยให้เกิดการเรียนรู้ด้วยตนเอง ได้ดีกว่าการพึ่งพา แต่เพียงบทเรียนที่ครูสอน จากการที่นายกรัฐมนตรีได้ให้สัม ภาษณ์ระหว่างเข้าร่วมประชุม Bali Democracy Forum ครั้งที่ 5 ที่ประเทศอินโดนีเซีย โครงการแท็บเล็ตฯ จะช่วยให้เด็กไทยได้รับทักษะและ ความรู้รวมถึงส่งเสริมให้พวกเขา กลายเป็น ”ผู้ใหญ่ที่มีความรอบ รู้ในข้อมูล” ต่อไปเพื่อที่จะเป็น ”กระดูกสันหลังของระบอบประชาธิปไตยใดใดก็ตาม”

ในการหาข้อมูลล่าสุดเกี่ยวกับโครงการแท็บเล็ต ฯ นั้น เว็บไซท์ของโครงการและบทความที่แสดงถึงความก้าวหน้าของโครงการที่นำเสนอในเว็บไซท์ของกระทรวงศึกษาธิการได้แสดงให้ผู้อ่านได้มีความเข้าใจเพียงพอว่าโครงการกำลังก้าวหน้าไปในทิศทางใด อ้างอิงถึงการประชุมคณะกรรมการบริหารนโยบาย 1 แท็บเล็ตต่อ 1 นักเรียน ครั้งที่ 9/2555 โดยมีรัฐมนตรีว่าการกระทรวงศึกษาธิการคนใหม่เป็นประธานในที่ประชุม รัฐมนตรีแสดงความหวังในการส่งเสริมความโปร่งใสผ่านการมีส่วนร่วมของผู้เข้าร่วมประมวลซึ่งเป็นบริษัทผู้ผลิตแท็บเล็ตในประเทศ ทั้งนี้ ในหน้าเว็บไซท์ทางการของโครงการ ได้แจ้งเรื่องการจัดตั้งศูนย์บริการข้อมูลเพื่อสนับสนุนผู้ใช้แท็บเล็ตตลอด 24 ชั่วโมง คลิปวิดีโอสั้นแสดงการสาธิตการใช้แท็บเล็ตยังแสดงให้เห็นถึงการใช้งานที่ง่ายโดยมีนิ้วของเด็กนักเรียนป. 1 บรรยายการนำเสนอการใช้อุปกรณ์ ด.ช.ปิยชนม์ ภูมิวิภาชน์ นักเรียน ป. 1 โรงเรียนบ้านสังกอง จังหวัดเชียงราย ได้สาธิตการอ่านหนังสืออิเล็กทรอนิกส์ (อีบุ๊ค) โดยใช้นิ้วตวัดเพื่อเลื่อนหน้าขึ้น-ลงเพื่อแสดงบทเรียนพยัญชนะภาษาไทย แต่กระนั้นก็ตาม ถึงแม้ว่าเว็บไซท์จะอยู่ในช่วงของการพัฒนาโดยมีข้อความ “กำลังปรับปรุง” ติดประกาศอยู่ในหลาย ๆ หน้าของเว็บไซท์ การใช้สื่อสังคมออนไลน์ เช่น เฟสบุ๊คสามารถดูเหมือนจะดึงดูดผู้ชมให้เข้ามาชอบถึง 1,612 ครั้ง

แม้ว่าจะมีการแสดงภาพที่สวยงามต่าง ๆ ทั้งในส่วนของการเข้าเยี่ยมชมโรงงานผู้ผลิตแท็บเล็ตในประเทศจีนและภาพเจ้าหน้าที่รัฐบาลที่ดูเคร่งขรึมในการมุ่งมั่นต่อโครงการฯเพียงใด คำถามหลายคำถามบนหน้าเฟสบุ๊คยังไม่ได้รับการไขกระจ่างโดยรวมถึงคำร้องทุกข์ที่ติดอยู่บนหน้าแรกของโครงการฯ หากปราศจากจากชี้แจงหรือการตอบรับของเจ้าหน้าที่ที่เกี่ยวข้อง ดูเหมือนว่าความขุ่นข้องหมองใจของผู้ใช้ก็ยากที่จะหมดไปในเวลาอันใกล้

การศึกษาในระหว่างการพัฒนา
